Kelly waiting for marriage
Osbourne, 23, who talked to PEOPLE after returning home from a rehab stint to treat her addiction to painkillers, became engaged to Worrall, 19, in November.
"I think the last thing I should be doing right now is planning a wedding," she says. "I'd become one of those cracked-out housewives with a vacuum cleaner, hopped up on Dexedrine."
That should sit well with her famous family. Osbourne says that when Worrall asked her father for permission for her hand, Ozzy told him, "As long as you don't take my baby from me in the next five years."
Mom Sharon Osbourne is also in favor of an extended engagement.
"It's not right for either of them to go into domestic bliss right now," she says. "I was 29 when I got married [to Ozzy], and it worked. I'd waited until I'd done all the crazy things I wanted to do."
The family returns to television in an hourlong FOX special, Osbournes Reloaded, on March 31. In the meantime, Kelly is happy where her relationship with her fiancé is now that she's out of rehab. "[Our relationship] has really strengthened," she says, adding, "He's so sweet."

Wanna piss off Sharon Osbourne? Ask her if she thinks there would be any controversy over the fact that a family with past drug issues like hers is hosting a family-oriented variety show. That's what one reporter (not us!) did this morning during the press conference call to promote the family's new show Osbournes: Reloaded.
"That must be the most ridiculous question I have ever been asked in my entire career," Osbourne spewed. "I'm really angry. Do you know how many people in this country alone suffer from addiction?"
Sharon doesn't stop at that. Read more of the family matriarch's tirade...
"This is a terrible epidemic that covers every race," she continues. "It doesn't matter if you're rich or poor, black or white. It's an epidemic of drugs and alcohol in this country. OK? And all my family are examples of being truthful about their condition and working through it and trying to better themselves as human beings."
She continues, "You know that we have been so open about our lives. My husband has struggled with addiction his entire life. And my son has been clean and sober for six years and lives a very, very strict AA lifestyle. And, so if anything he is a beacon of hope to any young person in this country who is struggling with addiction. So when you talk about family, we are family and we are a real family. I've taken real offense, because you know why? We're real people. And probably half of the people watching our show, they have someone in their family who has a problem with alcohol and drugs."
Well, now that that's over, on with the show. What can we expect from Osbournes: Reloaded? Answer: lots of pranks, contests, audience interaction, performances and even visits from a few of the Osbournes' famous friends, such as Pamela Anderson, Miss Piggy and Fall Out Boy. Oh, and children play the parts of Sharon and Ozzy Osbourne. (They say friggin' a lot!)
Specifically: Kelly Osbourne and Ozzy Osbourne duet on Black Sabbath's "Changes." Ozzy sings solo. Fall Out Boy does a ditty, too. Kelly sings a version of Tiffany's "I Think We're Alone Now." Pamela has a wardrobe malfunction and reveals a bit of her bits to the audience. And, Miss Piggy speaks through helium as she answers questions to a blindfolded cast about who she is. "We didn't want to make it celebrity driven," says Sharon. "The show is more about being funny with real people."
Osbournes: Reloaded debuts Tuesday, following an expanded version of American Idol, from 9:20-10 p.m. PST. (Apparently, on Tuesday's Idol, there isn't enough time to have all nine contestants sing, so they need to go over by 20 minutes. Looking forward to that!)

Kelly Osbourne: Reloaded
With "Osbournes: Reloaded", the First Family of Heavy Metal is returning to television, this time shocking and amusing audiences for Fox. Ozzy, Sharon, Jack and Kelly Osbourne have joined together for an entertainment series featuring audience interaction, raunchy comedy and stunts that showcase their outrageous sensibilities, signature profanity and brash humor. Whether it's Ozzy performing an impromptu wedding with an unsuspecting groom, Sharon unveiling a stripper grandmother or Kelly selecting an audience member to challenge Jack in an extreme competition, the eccentric clan is guaranteed to push boundaries.
Since her debut on the MTV reality series "The Osbournes" at the age of 15, Kelly Osbourne has gone on to achieve success not only in television, but also radio, musical theater and fashion. The now 24-year-old told us about how she has changed, personally, since her first bout with fame.
TeenTelevision: Why was this the right time for the Osbournes to go back to television?
Kelly: Jack and I needed that time off to discover who we are and what we really want to do because we were so young when we started. Then, when they came to us with this idea, we just thought it was something new and different. Yes, it's a risk, but why not? We always have fun when we work together.
TeenTelevision: What did you find out about who you are?
Kelly: That I didn't used to be a very nice person. I've grown up a lot. I realized that the first time around, I took it for granted, and I just feel so privileged that now I have a second chance and I get to really take it all in and appreciate it. We're all different people now. We've all grown up. My mother's no longer suffering from cancer. Jack and I have both found our way. And, my father has really found his way, and is a completely different person from when we did "The Osbournes".
TeenTelevision: How have you changed since your last television show?
Kelly: When they first came to us and said, 'Do you want to do an MTV show?,' I was 15 years old. I'm 24 now. Without being in the public eye and without being famous, you change within those years, anyway, just as a human. Those are the shortest, but most difficult years of your whole entire life, and to have to do it and be judged, in front of the world, I was really insecure, I hated myself, I was massively depressed and I didn't know what I wanted to be. You get stuck very much in the whole, 'Oh, you're just a celebrity's daughter,' and it was my mission to prove to the world that that's not just what I am and that's not just what I'm capable of doing. Yes, that's where I come from, and I'm d**n proud of it. I don't want to have any other parents. I'm an Osbourne, through and through. But, I had to pay my dues, and I went out there and did it.
TeenTelevision: Do you see this as a variety show, like the old "Carol Burnett Show"?
Kelly: That word frightens us. The way that we see it is that there's a variety of different things. No disrespect to other variety shows from the past because they made the TV of today, but that's just not what we do. We're not going to be Sonny-and-Cher-ing it.
TeenTelevision: Ever since Elvis, there's been an uneasy relationship between rock and roll, and network television. The Osbournes was on MTV, which is a little looser world. So, how far are they letting you go with this show on Fox?
Kelly: After we've finished filming stuff, I've turned around to my mum and said, 'Are you sure they're going to let that on TV? Is that not just too far?' But, so far, we've been lucky. Every rehearsal, we had people in the front row, like lawyers, telling us if we could do something or not. To be honest, it's been very interesting and fun, pushing buttons.
TeenTelevision: Out of your family, who thought this was a good idea right away, and who had to be convinced?
Kelly: That would depend on what day of the week it was. It switched. Every day, it was different.
TeenTelevision: Why do you think the sexy raunch of this type of show is so appealing?
Kelly: Because it's the kind of thing that people wish they could say and do, but are a bit too guarded. It fills people's guilty pleasures.
TeenTelevision: What did you learn from the low points in your life?
Kelly: As it says on my arm, 'This too shall pass.' No matter how hard things get, things will always get better, if you want them to. And, you can't change people. You need to change yourself. There's no one to talk for the way that you are, other than you.
TeenTelevision: Do you think that getting married will ground you more?[Kelly is engaged to model Luke Worrell.]
Kelly: I don't know. For me, marriage is just a certificate. As far as I'm concerned, he's the love of my life and that's all that matters.
TeenTelevision: What have you learned from your parents' marriage, since they've been together for so long?
Kelly: Marriage is scary. It is through thick and thin. I've learned a lot from them because I've seen how, just because you have one small argument, it doesn't mean divorce.
TeenTelevision: Was your fiance nervous about meeting your family?
Kelly: No. He and my dad get on very, very well, which I was absolutely amazed with.
TeenTelevision: What do you like best about him?
Kelly: Everything! It's the best, when you're in love.
TeenTelevision: Who are your style icons?
Kelly: I have so many -- everyone from Wendy O. Williams to Grace Kelley, Bette Davis and Bettie Paige, may she rest in peace. I look to the old and new. I love Dita Von Teese, but just because I have pale skin and black hair does not mean I want to be her.
TeenTelevision: Who are some of your favorite designers right now?
Kelly: I love Luella, PPQ and Matthew Williamson. My favorite shoe designer in the whole entire world is Gina.
TeenTelevision: Do you prefer shopping in the United States or London?
Kelly: London. They have stores like Top Shop, where you get high-fashion clothes that have been knocked off at lower prices. Fashion changes every six months, so it's an affordable way to wear what's in fashion and not have to waste tons of money on something you can't wear for very long.
TeenTelevision: What is your work-out and diet like right now?
Kelly: I have a terrible diet. But, when you want to have a happy lifestyle, it's got to start with everything. It's mind, body and soul. I don't really work out. I play on my Wii machine. I love the Fitness Wii. Being in love has got a lot to do with it, and being happy. To be 24 years old and finally say I'm happy, is a really big deal for me.
TeenTelevision: How does recording fit into your schedule these days?
Kelly: It's something that me and my father were recently talking about, and I really do want to do. I have never done it the right way. The first time, I was very aware that it was just a marketing thing. They thought, 'She had a great show. We can make money off of her.' I hated the album, so I found a way to destroy it. The second album, I loved so much. I worked so hard on it. I felt like I finally found what direction I wanted to go in, musically, but I ended up being miserable with who I was and went to rehab. I didn't take it where I wanted to go with it, and then the record company went bankrupt, so I just decided to take a break from everything and find out what I really wanted to do. So, now, I definitely want to get back into the recording studio. I'm more grounded, I have the time and I would love to do another album.TeenTelevision: What do you do on your downtime?
Kelly: I stay at home with my dog, Sandy. My fiance bought her for me, so that when I'm alone, I'm not by myself. She's my baby.
TeenTelevision: What's her personality like?
Kelly: She's a lot like him. She's very clever. She's my pride and joy.
TeenTelevision: What kind of dog is she?
Kelly: A white Shiba Inu.

Osbournes: Reloaded finally gets a premiere date!
Ozzy, Sharon, Jack and Kelly Osbourne -- the famously foul-mouthed First Family of Rock -- are back with a brand-new TV series, and ET's got the details!
"Osbournes: Reloaded" pits the family before a studio audience, where they'll play host to all kinds of rowdy comedy and shocking stunts -- be it Sharon unveiling a stripping grandmother, Kelly and Jack bringing an unsuspecting playboy face-to-face with his ex-girlfriends, or Ozzy soaking the entire studio audience with foam.
The series will also venture off-stage with recurring segments such as "Osbourne in the USA," where members of the family go to work in places such as a fast-food drive-thru, and "Osbournes Meet the Osbournes," where the family goes cross-country and lives with other Osbourne families.
"Osbournes: Reloaded" premieres Tuesday, March 31 on FOX.
